January 21, 2026 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning unsigned Bill Number 250804-A, introduced by Councilmember Jamie Gauthier, and passed by the City Council on December 11, 2025. This bill would amend certain provisions of Chapter 14-500 of the Philadelphia Code by creating the "UCO, University-Community Overlay District." On December 2, 2025, I transmitted a letter to the City Council conveying the City Planning Commission's vote of "not for approval" on Bill Number 250804-A.
